'Sweet game'
The legal representative, presenting evidence, outlined the defendant's actions to the legal proceedings.
She stated his targets were disadvantaged youngsters who were participating in a summer camp which he ran.
The defendant engaged in a "treat game" with the children, Mrs Prior stated, in which he would enter the sleeping quarters when they were settling down and tell them to eat sweets "rapidly".
She told the court the defendant had conducted this practice with the young males "for many years", and minors had previously fallen ill the next day.
She said Ruben had been successful in rationalizing this over a long period as the children being "overstimulated by activities", until his stepson had concerns in recently.
The prosecutor added: "This year his family member had concerns about the situation, with valid cause.
"They resolved" to have a look in the defendant's belongings."
The prosecutor said items including lubricant, petroleum jelly and medical needles were located, and his stepson contacted the authorities about his worries.
She said the man proceeded to play the "sweet game" with six boys that night - that Saturday - and they were all ill the subsequent day.
"The police had not responded by that time," she continued.
The oversight body, the police conduct office, earlier informed that it was reviewing the police response of the incident.
The legal representative explained the children were unable to walk properly due to their condition, so Ruben's stepson called the authorities again.
She stated the defendant then played the "candy game" in a space of five children.
